Work will begin on the construction of the steel structure and decoration after the main structure is topped. The project is expected to finish its first phase in 2025, aiming for a significant venue to serve as the highest-level science forum in the Greater Bay Area. Upon its completion, the permanent venue is set to be able to host international high-level conferences, providing a communicative platform for top scientists worldwide.

On March 6, the project's construction team celebrated International Women's Day in the Pearl Bay area with various activities. A number of front-line female workers took an autonomous vehicles tour of Pearl Bay and overlooked the construction site of the venue in the IFC Sky Library.
