The Ten Measures to Promote the High-quality Development of the Manufacturing Industry in Guangzhou Nansha New Area (Pilot Free Trade Zone) is hereby issued to you for your compliance and implementation. Problems encountered in the implementation shall be directly reported to the industry and information technology bureau of Nansha Economic and Technological Development Zone of Guangzhou municipality.

Ten Measures to Promote the High-quality Development of the Manufacturing Industry in Guangzhou Nansha New Area (Pilot Free Trade Zone)

As part of the efforts to fulfill the principles specified in the Notice on Issuing the Overall Plan for Promoting Comprehensive Cooperation among Guangdong, Hong Kong and Macao by Further Deepening Opening-up in Nansha District of Guangzhou of the State Council (Normative Document No 13 [2022] of the State Council), implement the initiatives proposed by the CPC Guangdong Provincial Committee and the People's Government of Guangdong Province to "plan and promote the high-level creation of a modern industrial system with manufacturing as the key driving force" and by the CPC Guangzhou municipal committee and the people's government of Guangzhou municipality to "put industry first and build Guangzhou a manufacturing city", and promote the high-quality development of the manufacturing industry in Nansha district, these Measures are formulated in light of the reality of Nansha district.

These Measures apply to the industrial enterprises that are legally registered within the administrative area of Nansha district, that are included in the territorial statistics of Nansha district, whose competent tax authorities are under the jurisdiction of Nansha district, have an independent legal personality, and conduct independent accounting. The measures also apply to other enterprises and institutions provided for in these measures.

Chapter I Support enterprises to grow stronger and bigger

Article 1 [Subsidy for upgrading from small and micro enterprises to enterprises above designated size for the first time]

Industrial enterprises whose annual business income reaches more than 20 million yuan ($3 million) for the first time will be granted a one-time reward of 200,000 yuan.

Article 2 [Reward for breakthroughs in output value] Industrial enterprises whose output value exceeds 150 billion yuan, 100 billion yuan, 50 billion yuan, 20 billion yuan, 10 billion yuan, 5 billion yuan, 3 billion yuan, 2 billion yuan, 1 billion yuan, and 500 million yuan for the first time will be granted a reward of 20 million yuan, 15 million yuan, 10 million yuan, 4 million yuan, 2 million yuan, 1 million yuan, 600,000 yuan, 400,000 yuan, 200,000 yuan and 100,000 yuan respectively. The aforementioned rewards shall be given in two years equally. If the enterprises' output value of the second year is lower than that of the current year, the remaining rewards will be canceled. Industrial enterprises that have met the criteria for multiple rewards shall be granted the highest reward in the way of making up the difference. Business executives and backbone employees shall be rewarded 30 percent of the reward for breakthroughs in output value as stipulated in this article. Enterprises shall formulate a specific reward plan, including the reward distribution standard, the scope and number of employees to be rewarded, and submit the information and application documents of the applicants. After the verification and confirmation, the government shall transfer the taxed amount of the reward to the applicants' personal accounts.

Article 3 [Fund supporting reward] Projects that received the funds on industrial investment and technological upgrading by national, provincial and municipal authorities of industry and information technology will be granted a supporting reward of 100 percent, 70 percent and 50 percent of the aforementioned funds respectively, maximum 2.5 million yuan, 1.5 million yuan and 500,000 yuan respectively. The sum of national, provincial, municipal and district funds shall not exceed the actual fixed asset investment of the projects.

Chapter II Support the steady growth of enterprises

Article 4 [Reward for enterprises' steady growth throughout the year] Enterprises with an annual output value of more than 500 million yuan and a year-on-year growth of more than 12 percent in the current year will be granted a reward of 30 percent of their annual increased contribution to the economic development of Nansha district. Enterprises with an annual output value of more than 20 million yuan but less than 500 million yuan and a year-on-year growth of more than 12 percent, 15 percent and 20 percent in the current year will be granted a reward of 12 percent, 15 percent and 20 percent of their annual increased contribution to the economic development of Nansha district. The maximum reward for an enterprise is 50 million yuan.

Article 5 [Reward for interconnected industrial development] To promote the high-quality development of the manufacturing industry, effectively maintain the safety and stability of the industrial chain and supply chain, and encourage enterprises in Nansha District to purchase products from each other for the interconnected development, the industrial enterprises in Nansha district that annually purchase more than 10 million yuan (untaxed) of the products produced by the manufacturing enterprises in Nansha District will be granted a reward of 2 percent of the annual purchase value of the purchaser in the current year (untaxed). Compared with the previous year, the annual reward of the part that does not exceed the purchase value of the previous year is up to 1 million yuan, and the annual reward of the part that exceeds the purchase value of the previous year is up to 2 million yuan. Industrial enterprises that apply for this reward for the first time shall be granted a reward of maximum 2 million yuan.

Chapter II Support enterprises to transform and upgrade

Article 6 [Reward for industrial investment] Enterprises that increase capital injection, expand production, and carry out technological transformation with a fixed asset investment of more than 5 million yuan shall be granted a reward of 5 percent of the fixed asset investment of the projects, maximum 50 million yuan.

Article 7 [Reward for innovation]

(I) Support for innovation centers. The manufacturing innovation centers that have settled in Nansha district and have been rated as provincial manufacturing innovation centers shall be granted a one-time reward of 2 million yuan. Those rated as national manufacturing innovation centers shall be granted a one-time reward of 5 million yuan, but those that have received the settlement reward for provincial manufacturing innovation centers shall be granted the reward difference. According to the standard that the rent for the space of innovation centers should be no more than 30 yuan per square meter per month, the manufacturing innovation centers shall be granted a rent subsidy for self-use production space for three years, maximum 2 million yuan per year (no more than the actual rent expense).

(II) Support for the champion enterprises in a certain field. The enterprises certified by the Department of Industry and Information Technology of Guangdong Province as "champion manufacturing enterprises in a certain field of the manufacturing industry" shall be granted a one-time reward of 500,000 yuan. The champion products in a certain field of the manufacturing industry certified by the Ministry of Industry and Information Technology shall be granted a one-time reward of 1 million yuan. The enterprises that have cultivated champion enterprises in a certain field of the manufacturing industry certified by the Ministry of Industry and Information Technology shall be granted a one-time reward of 2 million yuan. The demonstration champion enterprises in a certain field of the manufacturing industry certified by the Ministry of Industry and Information Technology shall be granted a one-time reward of 5 million yuan, but those who have received the reward for enterprises that have cultivated champion enterprises in a certain field of the manufacturing industry shall be granted the reward difference.

(III) Support for the enterprises that apply specialized and sophisticated technologies to produce novel and unique products. Efforts shall be made to develop a number of specialized, fine, distinctive, and novel small and medium-sized enterprises that apply specialized and sophisticated technologies to produce novel and unique products, which will be granted a maximum reward of 3 million yuan. The specific support is subject to the Several Measures to Promote the High-quality Development of Enterprises that Apply Specialized and Sophisticated Technologies to Produce Novel and Unique Products in Guangzhou Nansha New Area (Free Trade Zone).

Article 8 [Reward for intelligent and green development]

(I) Support for intelligent manufacturing. Enterprises that have been rated as "national demonstration factory of intelligent manufacturing" and "excellent intelligent manufacturing scenario" shall be granted a one-time reward of 1 million yuan and 500,000 yuan respectively.

(II) Support for green development. Green factories and green industrial parks included in the national green manufacturing demonstration list shall be granted a one-time reward of 1 million yuan. Green supply chain management enterprises, green integrated manufacturing systems and demonstration enterprises for the green design of industrial products that are included in the national green manufacturing demonstration list shall be granted a one-time reward of 500,000 yuan. Green design products included in the national green manufacturing demonstration list shall be granted a one-time reward of 100,000 yuan, maximum 500,000 yuan/enterprise/year. Enterprises that pass the examination of streamlined cleaner production shall be granted a reward of 25,000 yuan. Enterprises that pass the examination of cleaner production in the whole process for the first time shall be granted a reward of 100,000 yuan, but those that have received the reward for enterprises that pass the examination of streamlined cleaner production shall be granted the reward difference. Enterprises that pass the new-round examination of cleaner production in the whole process due to the expiration of the Clean Production Enterprise certificate shall be granted a reward of 50,000 yuan.

Chapter IV Support enterprises to improve quality and efficiency

Article 9 [Reward for the efficient use of industrial land] In the case that an enterprise's originally planned factory has been completed and no new land is required, the enterprise that appropriately increases the plot ratio and creates more than 10,000 square meters of self-use space according to the planning shall be granted a one-time reward of 50 yuan per square meter, maximum 4 million yuan.

Article 10 [Reward for the high-quality development of industrial clusters and occupancy]

(I) Operation and management support. Centralized investment attraction and management of the administrative agencies shall be carried out for the pilot demonstration projects upgrading the industrial clusters in villages and towns that cover more than 20,000 square meters after the upgrading, as well as for the projects to transform and upgrade national industrial, warehousing and logistics land in stock. A reward of 100,000 yuan/100 million yuan of industrial output value increased will be granted to the administrative agencies of the clusters in which the companies' annual increased industrial output value included in national statistics exceeds 100 million

(II) Support for improving quality and efficiency. The industrial clusters in villages and towns that have obtained Guangzhou municipal support for industrial parks that are improving quality and efficiency shall be granted a reward of 50% of the amount of Guangzhou municipal support, maximum 5 million yuan.

(III) Support for industrial housing. Efforts are made to increase the supply of industrial housing and support the high-quality development of the manufacturing industry. Enterprises of the encouraged industries in Nansha District shall enjoy a rent of industrial housing of no more than 25 yuan per month per square meter. The specific policy will be formulated otherwise.

Chapter V Supplementary provisions

If the same project or issue falls into the provisions of these Measures and other supporting policies of Nansha district or several rewards specified in these Measures, the highest reward shall prevail but shall not be granted repeatedly. In principle, the total supporting funds received by an enterprise (except for newly settled national and provincial manufacturing innovation centers) that has obtained the reward for breakthroughs in output value, the reward for steady growth throughout the year and the fund supporting reward shall not exceed its contribution to the economic development of Nansha district in the current year. Those that are supported according to these Measures are obliged to sign the letters of commitment. If they fail to honor the commitment, they will be required to return the support funds they have obtained. Tax-related expenses of the rewards should be borne by the enterprises or individuals.

These measures shall come into force on the date of promulgation and shall remain in force until Dec 31, 2027. These measures may be referred to for related matters incurred from Jan 1, 2023 to the date of promulgation. Where there is any change or adjustment to relevant laws, regulations, or policies within the validity term of these measures, such change or adjustment shall prevail.
