The Supporting Measures to Further Promote the Development of Headquarters Economy in Guangzhou Nansha New Area (Pilot Free Trade Zone) has been approved by the administrative committee of Nansha Economic and Technological Development Zone of Guangzhou municipality and Nansha district people's government and are hereby issued for compliance and implementation. Problems encountered in the implementation shall be directly reported to Nansha district development and reform bureau of Guangzhou municipality.

Supporting Measures to Further Promote the Development of Headquarters Economy in Guangzhou Nansha New Area (Pilot Free Trade Zone)

As part of the efforts to fulfill the principles specified in the Notice by the State Council on Issuing the Overall Plan for Promoting Comprehensive Cooperation among Guangdong, Hong Kong and Macao by Further Deepening Opening-up in Nansha District of Guangzhou (Normative Document No 13 [2022] of the State Council), highlight the leading role of the headquarters economy, enhance the appeal of Nansha district to headquarter enterprises, cultivate and introduce high-level and influential headquarter enterprises, build a modern industrial system with international competitiveness and the capacity to drive regional development and a major strategic platform with global perspective that is based on the Guangdong-Hong Kong-Macao Greater Bay Area and in collaboration with Hong Kong and Macao, these measures are formulated.

Article 1 Settlement reward. Newly settled and certified headquarter enterprises will be granted a settlement reward of maximum 20 percent of their contribution to the economic development of Nansha district in the previous year, maximum 30 million yuan ($4 million).

Article 2 Support the sustainable operation and development of enterprises

(I) Reward for operation contribution. Newly introduced or newly certified headquarter enterprises will be granted a reward of maximum 95 percent of their contribution to the economic development of Nansha district according to their enterprise type and contribution to the economic development of Nansha district.

(II) Reward for stock options exercise. After the listing of headquarter enterprises, senior management and employees who exercise their stock options, whose restricted stocks are lifted from a ban and who obtain incentive stock options or dispose of the aforementioned incentive stock options will be granted a reward of maximum 80 percent of their contribution to local economic development in the previous year.

(III) Industrial housing subsidy. Operating business in an actual place of headquarter enterprises is encouraged. Headquarter enterprises settling in the key cluster areas of Nansha district will enjoy rent-free office space for up to three years. Enterprises that purchase office real estate for their own use in Nansha district will be granted a one-time purchase subsidy of up to 10 million yuan at the rate of 2,000 yuan per square meter. Those that rent office space, industrial plants and storage rooms for their own use in Nansha district will be granted a rent subsidy of up to 50 yuan per square meter per month, for a maximum of three years and with a maximum of 3 million yuan per year.

(IV) Reward for fixed asset investment. New fixed asset investment of headquarter enterprises (including key technological upgrading and transformation, excluding the cost of purchasing land and real estate) will be granted a one-time reward according to the actual total investment of the project. Enterprises that invest more than 10 billion yuan (including 10 billion yuan), 5 billion yuan (including 5 billion yuan) to 10 billion yuan and 1 billion yuan (including 1 billion yuan) to 5 billion yuan will be granted 50 million yuan, 30 million yuan and 20 million yuan respectively.

(V) Upgrade reward. Enterprises included in the list of Fortune 500, Fortune 1000, Top 500 Enterprises of China, Top 500 Private Enterprises of China, Top 500 Manufacturing Enterprises of China, Top 500 Service Enterprises of China and Top 100 Retail Enterprises of China for the first time will be granted a one-time reward of 20 million yuan, 10 million yuan, 10 million yuan, 5 million yuan, 1 million yuan, 1 million yuan and 500,000 yuan respectively.

(VI) Reward for M&A and restructuring. Headquarter enterprises that acquire and hold listed enterprises and NEEQ-listed enterprises and settle in Nansha district will be granted a reward of maximum 5 million yuan.

(VII) Outbound investment reward. To support headquarter enterprises in going global and contributing to the development of the Greater Bay Area and the Belt and Road Initiative, headquarter enterprises that set up branches in more than two Belt and Road partner countries or regions or Hong Kong, Macao and Taiwan through direct investment, and M&A, have been approved or registered by national or provincial authorities, and have an actual investment of a single project of more than $5 million will be granted a one-time reward of 3 million yuan.

(VIII) Support of quality government services. Qualified headquarter enterprises can apply independently or jointly for building a headquarter office building. The key coordination and specialist service mechanism will be implemented to incorporate the projects of headquarter enterprises into key construction projects in Nansha district and provide services such as market expansion, scenario matchmaking, capital empowerment and talent introduction for headquarter enterprises. Headquarter enterprises will enjoy support in terms of applying for the Nansha Talent Card, talent housing, and transportation.

If the same project or issue falls into the provisions of these measures and other supporting policies of Nansha district (including policy provisions of superior departments requiring Nansha district to support or bear funds), the highest reward shall prevail but shall not be granted repeatedly, unless otherwise stipulated. For headquarter enterprises that enjoy the support of Guangzhou's headquarters economy policy and settle in Nansha district, the highest reward shall prevail but shall not be granted repeatedly.

These measures shall enter into force from the date of issuance and shall be valid for five years. Enterprises settling in Nansha district between Jan 1, 2023 and the date of issuance of these measures shall be subject to these measures.
