(IV) Consulting or design enterprises shall have purchased professional liability insurance covering the Nansha New Area, or promise to supplement documents of such insurance within two months after undertaking the construction project; if the enterprise fails to fulfill its promise, its registration shall be revoked by the construction administrative department of Nansha New Area.

Article 5 Hong Kong and Macao Professionals who directly provide services in Nansha New Area shall also meet the following conditions:

(I) Professionals engaged in architectural survey, design, construction, supervision, cost and other businesses (except those temporarily prohibited by Chinese mainland laws and regulations), mainly including registered engineers, registered architects, registered surveyors, registered landscape architects and Hong Kong authorized persons in engineering and consulting fields in Hong Kong and Macao;

(II) Having the status of Hong Kong or Macao residents;

(III) Having made legal registration with the relevant registry in Hong Kong or with the government agency of the Macao Speical Administrative Region, or registered with the Authorized Persons Registration Committees Panel of Hong Kong and listed in its Authorized Persons' Register, with such registration still being valid.

Hong Kong Authorized Persons mentioned in the preceding paragraph shall refer to Hong Kong registered architects, and registered engineers and registered surveyors in the field of civil or structural engineering, who have passed the examination of the government of the Hong Kong Special Administrative Region and are qualified to coordinate construction affairs on behalf of the owners.

Article 6 When Hong Kong and Macao Enterprises bid for engineering projects in Nansha New Area, their qualifications and bidding qualifications shall be recognized in accordance with the Comparison Table of Bidding Qualifications for Hong Kong and Macao Enterprises to Directly Provide Services (see Appendix 1 for details), and the projects they bid for shall not exceed the size and technical indicators of the similar projects they have previously completed in Hong Kong and Macao.

Article 7 The registered practice qualification of Hong Kong and Macao Professionals who directly provide services in Nansha New Area shall be recognized according to their respective registration category and practice category in Hong Kong and Macao. The specific scope of work of Hong Kong and Macao Professionals shall be recognized in accordance with the Comparison Table of Bidding Qualifications for Hong Kong and Macao Enterprises to Directly Provide Services (see Appendix 2 for details).

Article 8 Before providing services directly in Nansha New Area, Hong Kong and Macao Enterprises and Hong Kong and Macao Professionals shall apply to the construction administration department of Nansha New Area for registration, and submit documents in accordance with the registration guidelines (see Appendix 3 for details). Enterprises and professionals with professional qualifications and having been registered with the housing and urban-rural construction department of Guangdong province can also provide services directly in Nansha New Area.
