for, or by a personnel agency or a social organization in the case of a freelancer applicant. The examiner shall verify the truthfulness, compliance and completeness of the application materials and publicize the result within the unit for a period of no less than five working days. If no objection is raised during the publication period, the application will be submitted to a higher department according to the professional title evaluation procedures.

Article 19 A professional title application point will be set up in the administrative department for human resources and social security of Nansha district to accept the application materials submitted by Hong Kong and Macao professionals working in an economic organization of non-public ownership or working as freelancers. Within the extent of its authority, the application point shall examine and then submit (or guide the submission of) the application materials to the Evaluation Committee or the competent department for human resources and social security.

Article 20 The Office of the Evaluation Committee shall examine and verify application materials according to the application conditions.

If the application materials fall short of the prescribed conditions, the Office of the Evaluation Committee shall notify on a one-off basis the applicant of all materials that need to be supplemented or corrected. Failure to make the supplementation or correction within the given time limit will be deemed as a waiver of application.

Article 21 The Evaluation Committee may set up a Review Group for Hong Kong and Macao Professionals, which will review and identify the technical level and professional competence of Hong Kong and Macao professionals according to its prescribed authority, scope and procedure of review, and on the basis of Standard Conditions for Evaluation of the Professional Titles of Technical Talent for Construction Works in Nansha District, Guangzhou Municipality and the Standard Conditions for Evaluation of the Professional Titles of Technical Talent for Transport Works in Nansha District, Guangzhou Municipality.

Article 22 The Evaluation Committee may set up a number of Review Groups for Hong Kong and Macao Professionals of different specialties, with each group including no less than three review experts. As appropriate for the reality of review, judges or experts of a certain ratio may be invited from Hong Kong and Macao to take part in the review, who shall be the experts enjoying a recognized reputation within the industry and having made remarkable contributions in relevant fields and are subject to no requirement for professional title.
