misappropriate these funds. The collection, management and use of secondary reimbursement funds shall be regularly made public and be subject to social supervision.

(III) Fund Allocation

Operators shall open a special account for handling secondary reimbursement funds for medical assistance. The individual payments shall be uniformly collected and transferred by all villages/residences to the special account of the operators, and the financial support funded by the district and town/street community shall be allocated by financial departments to the special account of the operators.

VI. Reimbursement Standards

Within the coverage year, secondary reimbursement of medical expenses shall be subject to a maximum amount of 200,000 yuan per person, and the quota shall not be extended for the next year.

Participants' entitlement to secondary reimbursement will not be affected by the reimbursement of their commercial insurances, but the total multi-party reimbursement shall not exceed 100 percent of the total medical expenses prescribed on the medical invoices.

(I) Secondary Reimbursement Standards for Hospitalization Expenses

The hospitalization expenses for childbirth or termination of pregnancy incurred by the participants in Guangzhou that meet the provisions of the family planning policy shall be implemented by reference.

1. Reimbursement Standards for People Who Have Financial Difficulties and Are Entitled to Medical Assistance

Of the total hospitalization expenses, 90 percent shall be subject to secondary reimbursement for the non-reimbursed part (including the expenses beyond the "Three Catalogue" of medical insurance) of medical insurance for urban and rural residents in Guangzhou, medical assistance, "Yinling Ankang" commercial insurance funded by the municipal health department and other social security plans.
