Secondary reimbursement mechanism is led by the government and operated by relevant institutions. The bureau of civil affairs of Nansha district shall, through government procurement, determine the operator of secondary reimbursement program; the project operation and management expenses shall not be more than 1.5 million yuan per year. The final operators will be subject to the bidding result approved by competent departments of Nansha district, and the funds shall be included in the budget of the bureau of civil affairs of Nansha district. The operation and management expenses mainly include the operators' costs regarding maintenance, renovation, and upgrading of the business processing system, connection with hospital HIS system, as well as expenses on report system development, sporadic reimbursement, project publicity, data, and file management, staff, and others.
(III) Third-Party Supervision, Evaluation and Audit Institutions
Third-party supervision, evaluation, and audit institutions shall be selected by the bureau of civil affairs of Nansha district in accordance with the standardized procedures; the expenses for these purposes shall not exceed 500,000 yuan per year in principle, and shall be included in the budget of the bureau of civil affairs of Nansha district.
III. Responsibilities
Secondary reimbursement program is closely related to the vital interests of the general public. All units shall attach great importance to it, clarify responsibilities, and perform their obligations. Responsibilities of relevant units are specified as follows:
(I) Bureau of Civil Affairs of Nansha District
As the leading department of secondary reimbursement program, it shall be responsible for organizing the implementation of this scheme; formulating and interpreting policies, guiding and coordinating policy publicity, fund collection and payment, compensation, supervision, inspection, and complaint handling, and providing support and convenience to the operators.
