Guangzhou municipal commerce bureau released an implementation plan on March 4, aimed at speeding up the cultivation of Nansha as an innovative demonstration district for the promotion of the import trade.

A total of five major tasks have been mapped out in the plan, which will ultimately turn Nansha into a new hub for imports in the South China area and a center for economic opening-up in the Guangdong-Hong Kong-Macao Greater Bay Area.

Efforts will be made to cultivate and support entities managing import businesses and to continuously expand their import scale. Nansha will strive to reach an annual import volume growth rate of 15 percent and achieve a total import volume of 200 billion yuan ($31 billion).

The plan states that Nansha will build a batch of projects with both domestic and overseas influence. These include a global core base for the import of high-technology products and large equipment, a global distribution center for consumer goods, and a global distribution center for bulk commodities.

Nansha will use Hainan Free Trade Port and the Yangshan Special Comprehensive Bonded Area in Shanghai as examples to make improvements in areas spanning trade rule matchmaking, public platform construction, infrastructure upgrades and clearance procedure innovation, facilitating the free flow of cargo, capital and talents.

More companies from upstream and downstream industrial chains will be introduced to the district to develop new business forms and models in the import business and import services industries, such as carrying out commercial exhibitions.

The import scale of advanced technologies and equipment will be further expanded and the import of biomedicine products will be encouraged.

A multimodal transport logistics system will be established and Nansha Port will also gain support in opening new international shipping routes.
