Several Measures for Supporting the Development of the Fishery Industry Park in Nansha District

These Measures are formulated for the purposes of accelerating the construction of the Nansha District Fishery Industry Park of Guangzhou Municipality (hereinafter referred to as the "Industry Park"), enhancing the clustering effect of agriculture, promoting agricultural supply-side structural reform, and improving agricultural competitiveness of Nansha District, in accordance with Provisions on Administration of Fiscal Subsidy for Modern Agriculture Industry Parks in Nansha District, in consideration of the realities of construction of the Industry Park .

Article 1 Applicability and Implementer

(I) Applicability: an area of approximately 39,000 mu within Guangzhou Nansha Modern Agriculture Industry Group Company in Wanqingsha Town, bordering Shiliuwei to the North and Ershiyiwei to the South, subject to the approved planned area of the Industry Park.

(II) An implementer (recipients of support) shall meet all of the following conditions:

1. Being an enterprise (organisation) whose place of tax collection and management and place of tax statistics are in Nansha District and is related to the development of the fishery industry, such as scientific fishery research institution, industry consortium, specialised farmers cooperative, or fishery industry development and service platform enterprise;

2. Having a sophisticated financial system and independent corporate status and conducting independent accounting;

3. Owning land in the Industry Park or having a lease contract of land in the Industry Park with a remaining validity term of no less than two (2) years.

4. In accordance with the construction plan for the Industry Park (Normative Document No.466 [2019] of the Guangdong Department of Agriculture and Rural Affairs, approved by the Guangdong Provincial Government), the lead implementer of constructing the Industry Park is Nansha Modern Agriculture Group Company (formerly Guangzhou Nansha Weiken Development Company).

Article 2 Support for General Projects

Non-engineering projects by the implementer such as formulation of design and construction plans for the Industry Park; organisation of events; research, development, and promotion new varieties and new technologies; establishment of marketing channels, and brand building may be granted a subsidy of up to forty-five percent (45%) of the total project investment from the treasury of Nansha District. The fiscal subsidy at district level for each project shall not exceed three million yuan (CNY 3,000,000).

Article 3 Support for Facility Construction Projects

Construction projects by the implementer such as water and power supply, transformation of roads in the core area, and processing facilities for fishery production may be granted a subsidy of up to forty-five percent (45%) of the total project investment from the treasury of Nansha District. The fiscal subsidy at district level for each project shall not exceed three million yuan (CNY 3,000,000).

The lead implementer or other entities that invests in public infrastructure construction in the Industry Park may apply for at most a fiscal subsidy of the full amount of the investment, which will be granted upon approval of the Office of the Leading Group.

Article 4 Reward for Science and Technology Innovation

Any implementer whose newly-cultivated variety has been recognised as a new variety at national or provincial level may be granted a one-off reward of five hundred thousand yuan (CNY 500,000) or three hundred thousand yuan (CNY 300,000) respectively for each new variety. For any variety that has been recognised at both levels, the larger amount of reward shall prevail.

Article 5 Support for Development of Brands

Any implementer that has been entitled as a leading agricultural enterprise at national, provincial, or municipal level may be granted a one-off reward of six hundred thousand yuan (CNY 600,000), four hundred thousand yuan (CNY 400,000), or two hundred thousand yuan (CNY 200,000) respectively. For each passing of the re-examination of such titles, a one-off reward of one hundred thousand yuan (CNY 100,000), eighty thousand yuan (CNY 80,000), or sixty thousand yuan (CNY 60,000) may be granted respectively.

Any implementer that has gained the recognition as a Farm of Fine Breed at national, provincial, or municipal level may be granted a one-off reward of two hundred thousand yuan (CNY 200,000), one hundred thousand yuan (CNY 100,000), or fifty thousand yuan (CNY 50,000) respectively.

Any implementer that has obtained the title as a “shopping basket” base at national (including Guangdong-Hong Kong-Macao Greater Bay Area), provincial, or municipal level may be granted a one-off reward of three hundred thousand yuan (CNY 300,000), one hundred thousand yuan (CNY 100,000), or fifty thousand yuan (CNY 50,000) respectively.

Any implementer that has obtained the title as a demonstration farm of healthy breeding at national, provincial, or municipal level may be granted a one-off reward of one hundred thousand yuan (CNY 100,000) or eighty thousand yuan (CNY 80,000) respectively.

Any implementer that has newly obtained the qualification for supplying products to Hong Kong and Macao may be granted a one-off reward of one hundred thousand yuan (CNY 100,000), and may apply for centralised customs declaration and one-stop inspection and quarantine.

Article 6 Support for Policy-Based Aquaculture Insurance

Any implementer of aquaculture in the Industry Park may be granted a subsidy of fifty percent (50%) of the self-paid premium of a policy-based aquaculture insurance.

Article 7 Policy of Land Use Guarantee

Under equal circumstances, an implementer quartered in the Industry Park may be granted priority in renewing the lease upon expiry of the land use right. Twelve (12) months prior to expiry, an implementer whose output value have reached thirty thousand yuan (CNY 30,000) per mu in the first three years of the lease contract and have exceeded fifty thousand yuan (CNY 50,000) per mu in the third year may renew the contract for up to six (6) years.

Upon expiry of the land use right and approved by the Leading Group, an enterprise quartered in the Industry Park may renew the lease contract for up to twelve (12) years and may enlarge the leasing area if the enterprises have generated an income that is fifteen percent (15%) higher than the local average for its farmers; have been a model for fishery modernisation in the aspects of quality agriculture, green agriculture, branded agriculture, and agricultural competitiveness; and have generated significant social and economic benefits.

Article 8 Loan Interest Subsidy for Projects in Industry Park

Any implementer in the Industry Park that undertakes industrialisation projects with loans may apply for loan interest subsidy.

Article 9 Reward for Enterprise Listing and Talent Attraction

The reward for enterprise listing and talent attraction in the Industry Park shall be granted in accordance with the relevant policies of Nansha New Area (Free Trade Zone) of Guangzhou Municipality.

Article 10 Reward for Special Contribution

Rewards for enterprises and projects that plays a major driving role or performs a key function are determined by the leading group based on the specific circumstances, in consideration of the development of the Industry Park and the needs for fishery development in Nansha District.

Article 11 Where any project that meets the requirements herein also meets the requirements in Implementation Plan for Promoting Agricultural Industrialisation in Nansha District (Normative Document No.347 [2018] of Guangzhou Municipal Bureau of Agriculture and Rural Affairs) or other support policies of Nansha District (including policies of supporting or undertaking funds required of Nansha District by superior departments), support will be given in accordance with the policy that grants the largest subsidy, unless it is otherwise specified.

Article 12 The applicant shall pledge not to move out of Nansha District, change its tax payment obligation in Nansha District, or reduce its registered capital, within five (5) years upon reception of the subsidy. Otherwise, the applicant shall return the granted amount.

Article 13 The applicant shall provide accurate materials as required and shall not practice deceit or falsification. Applicant found to have practiced dishonest behaviours will be disqualified from the rewards and will be banned from application for three (3) years.

Article 14 These Measures are interpreted by Nansha District Bureau of Agriculture and Rural Affairs of Guangzhou Municipality. These Measures shall come into force on the date of promulgation and shall remain in force for five (5) years. Where there is any change or adjustment to relevant laws, regulations, or policies within the validity term of these Measures, such change or adjustment shall prevail. Six (6) months prior to expiry, these Measures will be evaluated and revised according to the implementation in accordance with laws.
