Measures of Nansha District of Guangzhou Municipality for Supporting Scale Expansion of Micro and Small Industrial Enterprises

These measures apply to enterprises whose placeThese measures are formulated for the purposes of further carrying out the arrangements of the Guangdong provincial government and the Guangzhou municipal government on supporting micro and small industrial enterprises in upscaling to above designated size, realising the stable and sound development of the industrial economy, as well as the high-quality development of the manufacturing industry.

Article 1 Recipients of Support of industrial and commercial registration, place of tax authority, and place of tax statistics are in Nansha district and that have been listed as micro and small industrial enterprises in Nansha district. 

Article 2 Reward for Production Increase

For any enterprise whose year-on-year growth rate of business revenue has reached or exceeded the year-on-year growth rate of the total industrial output of enterprises above designated size in Nansha district, a reward of 20,000 yuan ($3,052.23) may be granted. 

Article 3 Subsidy for Production Premises 

For any enterprise whose year-on-year growth rate of business revenue is positive, a subsidy for production premises of 10 yuan per square meter per month may be granted. The total subsidy granted each year shall not exceed 30,000 yuan.

Article 4 Subsidy for Fixed Asset Investment 

For any enterprise whose year-on-year growth of business revenue is positive, every one of its completed technological transformation projects with a fixed asset investment of over 500,000 yuan may be granted a subsidy of up to three percent (3%) of the actual fixed asset investment. The subsidy for each project shall not exceed 100,000 yuan. 

Article 5 Support Fund

For any micro or small enterprise that has scaled up to above designated size, support will be given in the form of one hundred percent (100%), seventy percent (70%), or fifty percent (50%) of the reward given by the departments of industry and information technology at the national, provincial, or municipal level. In cases where all three levels have been reached, the situation with the largest amount of reward shall prevail.

Article 6 Subsidy for Dedicated Staff

For any enterprise that cooperates actively with relevant departments of Nansha District in economic operation analysis and assigns staff to make regular reports on its production and operation, a subsidy of 300 yuan  per person per quarter may be granted to one (1) staff member of the enterprise.

Article 7 Under equal circumstances, enterprises mentioned herein will be given prioritised consideration of their applications for special funds, and will be given guidance on support policies, fiscal and tax information, and statistical statements. 

Article 8 Where any project or matter that meets the requirements herein meets the requirements in other support policies of Nansha district (including policies of supporting or undertaking funds required of Nansha district by superior departments), support will be given in accordance with the policy that grants the largest subsidy, unless it is otherwise specified. 

Article 9 These measures shall come into force on the date of promulgation and shall remain in force for five (5) years. Where there is any change or adjustment to relevant laws, regulations, or policies within the validity term of these measures, such change or adjustment shall prevail. Six (6) months prior to expiry, these measures will be evaluated and revised in accordance with laws based on the implementation. These measures are interpreted by the bureau of industry and information technology of Guangzhou Nansha economic and technological development zone.
