Nansha introduces measures to aid enterprises

Guangzhou’s Nansha district has recently issued 10 measures to support local enterprises, responding to the pneumonia epidemic caused by the novel coronavirus.

The policy focuses on the most direct and urgent problems that enterprises are faced with and concerned about.

* A one-time emergency guarantee reward of 100,000 yuan ($14,277.76) will be given to production enterprises that participate in epidemic prevention and control.

* Delayed payment of taxes and fees is permitted according to law; real estate tax and urban land use tax are reduced or exempted; insured enterprises with no or minimal layoffs will be provided with supporting funds at a rate of 50 percent of job stabilization allowances received last year.

* On the one hand, exempting or reducing the rents for operating houses and warehouses used by local state-owned enterprises. On the other hand, presenting one-time rewards of up to 500,000 yuan to  incubator lessors that exempt or abate rents for enterprises.

* In the first quarter of 2020, a one-time incentive of up to 3 million yuan will be given to industrial enterprises whose output value has increased by a certain scale year on year.

* A special award of up to 100,000 yuan and a one-time award of up to 300,000 yuan will be distributed to key commercial complexes.

* Ensuring a stable and rising credit balance as well as a steady decline in financing costs, improving the efficiency of financial services, and increasing financial support on discounted loans.

* Establishing a fast customs clearance mechanism for imported epidemic prevention materials to ensure “zero delay” in customs clearance.

* Providing one-stop, full-chain and accurate governmental services to guarantee more business-related matters are completed “online and at fingertips”, and take less than 24 hours.

* Providing taxpayers with more efficient, convenient and secure online tax services.

* Issuing unconditional force certificates and offering special legal services to enterprises.

The policy remains valid until Dec 31, 2020. While enterprises enjoy this policy, they can superimpose and enjoy other policies in the district as well as support from the city, the province and the country.
