Nansha to build domestic service system

Guangzhou’s Nansha district recently issued a work plan on household management services designed to make the industry more orderly, professional and intelligence-driven.

The plan emphasizes five areas of reform: integrated development, brand establishment, personnel training, employment promotion and honest service.

Regarding the first aspect, it envisions a new business model, with integrated development of housekeeping and elderly care services in order to build a comprehensive non-profit domestic service platform.

The plan also proposes that practitioners display clear certification, showing their real name, identity authentication, employment experience, training, physical examination and other information.

In terms of brand creation, it calls for a star rating assessment system across the domestic housekeeping industry in order to create high-quality enterprise brands and to set examples of employees.

On personnel training, it seeks multiple training programs, including schooling systems, social training mechanisms, and advanced lessons for more highly-skilled workers.

With regard to employment promotion, it encourages the development of a provincial and inter-provincial recruitment assistance mechanism for employment and entrepreneurship in the domestic service industry.

Innovative guaranteeing mechanisms have been put on the agenda, such as business plus public welfare insurance support and labor rights protection.

It aims to establish distinctive credit management standards in the sector so as to guarantee honest services.

The plan also recommends the creation of a lead group responsible for coordinating the implementation of these actions across the entire district, especially promoting the construction of service venues and innovating new service delivery models.
