First construction project with simplified approval process lands in Nansha

The land transfer contract was signed on Feb 15. This week, the construction project planning permit and construction project construction permit were sent to the person in charge of the enterprise, saving a lot of time and resource cost.Xie Ming, deputy director general of the Administrative Committee of Nansha Development Zone, attended the event.

“Before, it used to take a long time from the acquisition of land permit to start-up construction. We feel that the quick start-up construction is a dream and it has been realized today!”, said Liu Zhiming, chairman of Guangzhou Fengtai Precision Equipment Co., Ltd., excitedly.

He said that we received support from Nansha's related departments. The work efficiency among the various departments of the Nansha government was extremely high. The reform of administrative examination and approval saved us a lot of time and cost. According to the schedule, the project is expected to be put into operation at the end of 2019.

In order to realize the quick construction, the Nansha government provided on-site service and informed the company of the technical requirements and detailed design. All enterprises need to do is submit information to the Nansha Administrative Examination and Approval Bureau. The approving work of the departments including national regulations, environmental protection, construction and taxation involved are simultaneously conducted, thus realizing the decrease in time.

At present, in the general laws and regulations of China, it takes an average of 88 working days from the time of the handover of the land to the time of obtaining the certificate. Now through the pilot of the Fengtai project, Nansha will be able to start the construction work on the second day after the acquisition of the certificate, and this also marks the first such case in the country.

The total investment of the project will reach 144 million yuan ($21.26 million), and the output value will reach 600 million yuan after the completion of production. It will build a civil-military integration equipment R&D and production base for civil air defense engineering protective equipment and its supporting special equipment. This small intelligent industrial park covers an area of approximately 10,000 square meters.
