Development support policies for 7 preferential industries, 3 commonality policies to promote industrial development

High-end leading talent and high-end project award: Nansha will offer funding support to high-end leading talents and their high-end projects. By reviewing their actual economic contribution and guiding role, Nansha will work out a special rewarding plan without any pre-determined upper limit.

Entrepreneurship and investment talent award: Natural person limited partner of a Nansha-registered equity investment company will be able to claim his or her investment income in an indirect manner, including investment interests, stock dividend and bonus income, as well as income from equity transfer. Nansha district government will work out a reasonable compensation plan, with the compensation amount no more than 80percent of the company's economic contribution to Nansha in the previous year.

Talent intermediary service award: Any talent intermediary agency that has succeeded in attracting the settlement of high-end leading talents or research teams, will be able to receive a subsidy of 3 million yuan.

Entry & exit and residence facilitation: Eligible foreigner talents, their spouses, minor children are allowed to apply for permanent residence right in China directly; Chinese doctoral researcher bearing a foreign passport, upon 4 years' working experience in Nansha, can apply for permanent residence right in China directly, provided that they stay at least 6 months in a year in China; Nansha is authorized to issue foreigner visa applications and can release work permits to foreigners; an enterprise undergoing first-time business registration in Nansha will not be restricted by taxation contribution threshold; and a R&D facility undergoing first-time business registration in Nansha will not be restricted by taxation contribution threshold either.

Policy in related to awarding Guangzhou hukou to migrant talents: Eligible talents, including entrepreneurship and investment talents, talents who are familiar with market-based operation, talents with professional skills, can apply for Guangzhou hukou directly; Talents from Hong Kong, Macao and foreign countries, upon the verification by Nansha FTZ, can apply for Guangzhou talent green cards, which will help them access the same benefits and entitlement with the rest Guangzhou residents without changing his or her nationality.

Talent-specific service: Nansha will offer a total of 12 talent services, including the issuance of high-end talent cards, prioritized education opportunity for talents' children, Guangzhou hukou being provided to talents and their immediate family members, expedited custom clearance, healthcare, free health check and discounted shopping among others. Prioritized education opportunity will be given to children of high-end leading talents, for example, children of outstanding experts can choose to study at any public school in Nansha, and convenience will also be made available to other kinds of talents, were their children want to attend any public school in Nansha.
