XII Implementing the talent recommendation incentives

To encourage talented intermediary organizations to introduce talents. The person or institute who has successfully introduced the Nobel Prize winners, winners with the national highest prize for science and technology, academicians from the Chinese Academy of Sciences, Chinese Academy of Engineering and developed countries, the national "Thousand Talents Program" experts, and provincial (municipal) innovation and entrepreneurship talents will be rewarded with up to 3 million yuan.

XIII Promoting convenience for the entry and exit and residence of talents

To implement measures for the convenience of the entry and exit of talents. The qualified foreign talents, their spouses and minor children may apply directly for permanent residence in China according to the procedures. Foreign Chinese who have a doctoral degree or above, or have worked in a local enterprise for 4 years with more than 6 months of residence each year can apply for permanent residence in China. The district directly accepts the issue of visas for foreigners and approves the granting of work permits for foreigners to China. Enterprises and institutions that handle business filing for the first time in the district will not be subject to the limit on the tax amount, and the same to the scientific research institutes.

XIV Implementing the talented citizen treatment

Venture capital talents, market-oriented talents, and talents with professional skills are eligible for direct access to households. The Hong Kong, Macao and foreign talents recognized by the Nansha Area Free Trade Zone will directly handle the green card of talent in Guangzhou and enjoy equal treatment of Guangzhou citizens without changing their ancestral home and identity.

XV Providing customized service for high-end talents

The district will issue high-end talent cards to qualified talents, which will allow them to enjoy services including the priority for enrollment for their children, households for them and their families, convenience for entry and exit, priority for medical treatment, free medical examination and consumption concessions. 

The measures will come into force on January 1, 2017 and be valid for five years. In case of any changes in laws, regulations or relevant policies during the validity period, it will be subject to its provisions. The measures will be revised according to the law once it reaches the expiration. The measures are explained by the organization department of the Working Committee of the CPC Nansha Development Zone.
