VI Introducing administrative talents
The district will implement the special administrative talents system, employ a batch of high-level talents with an international perspective from both home and abroad to participate in government affairs, and implement the system of employment management and market-oriented salary treatment.
VII Encouraging the gathering of shipping professionals
A certain amount of annual household targets will be arranged for the qualified shipping talents, talents of maritime law, shipping finance talents, shipping insurance talents, senior seafarers and other shipping professionals, prioritizing the talents and their spouses and issues of children’s registered permanent residence. Meanwhile, contribution awards will be offered to qualified international seafarers with up to 100 percent of their personal contribution to the economy.
VIII Improving the training level of specialized technical and highly skilled talents
The district will set up the "Nansha Specialist Award" and "Nansha Craftsman Award", and reward each person with 20,000 yuan. Those talents with outstanding skills will be rewarded and provide with a maximum of one million yuan. Meanwhile, people who have taken the exam, obtained certificate or improved professional skills will receive a maximum of 5,000 yuan of subsidies.
IX Supporting high-end leading talents
To offer financial support to the talents ("Team + Project") who grasp the world's cutting-edge technologies and meets the development direction of key industries in the region. The talents that have driving forces will be awarded according to the specific circumstances with no limitation on maximum subsidies.
X Implementing venture capital talents incentives
As to the natural person limited partner from the equity investment partnership enterprise registered in Nansha, his/her investment income such as interest, dividend and bonus, and income from equity transfer will be rewarded in the light of 80 percent of the contribution to local economy in the previous year.
XI Supporting the construction of academician and postdoctoral research platforms
The newly established academician workstation will be given a subsidy of up to one million yuan for initiating the operation; a subsidy of 300,000 yuan will be given to newly established post-doctoral research stations and work stations (sub-stations); a subsidy of 100,000 yuan supporting fund will be given to newly established postdoctoral innovation practice base; and an annual financial support of 300,000 yuan will be given to post-doctoral research stations, workstations, and innovative practice base with outstanding achievements.
