Measures for gathering talents for the innovative development of Guangzhou Nansha Free Trade Zone

The measures are formulated to further build a high-level gateway of opening up, speed up the construction of Guangzhou's Nansha FTZ, and deepen the reform of institutional mechanisms for talent development to promote the gathering of talents.

I Implementing the high-end talent introduction plan

Talents include Nobel Prize winners, winners of the highest national prize for science and technology, academicians from the Chinese Academy of Sciences, Chinese Academy of Engineering and developed countries, experts of the national "Thousand Talents Program" and provincial (municipal) innovation and entrepreneurship talents. They will be provided with subsidies of up to 10 million yuan ($1.58 million) or up to 200 square meters of apartments.

II Implementing the backbone and executive talent contribution incentives

The backbones with annual taxable salaries of more than 300,000 yuan (scientific research institutions with more than 200,000 yuan of annual taxable salaries) will be offered with special talent incentives in proportion to 40 percent of his/her economic contribution. Hong Kong and Macao talents will be rewarded according to the tax differences between mainland China and Hong Kong and Macao; foreigners will be rewarded in the light of more than 15 percent of the tax differences.

Qualified senior management personnel (including the chairman, vice-chairman, general manager, deputy general manager, chairman of the board of supervisors, chief economist, chief accountant or equivalent level personnel) can not only obtain special talent incentives, but also executive talent awards. The total amount of the two rewards reaches up to 100 percent of their economic contribution. The incentive payments will remain uncapped and be directly deposited into their personal accounts.

III Strengthening the housing security for talents

Talent apartments will be built to provide housing security for all talents. Those who do not enjoy the housing subsidies will be arranged to stay in the talent apartments. Among the talents, outstanding experts will live in a room with an area of up to 200 square meters, excellent experts, 120 square meters and young reserve personnel, of approximately 100 square meters. They can apply for a 10-year rent-free occupancy, of which the qualified talents will get the talent apartment for free after working for 10 years in the area. The backbones and reserve talents will get a house of up to 100 square meters and enjoy the government rent concessions. Talents from Hong Kong, Macao and foreigners will be prioritized for the admission to the international talent community.

IV Implementing subsidies for highly educated talents

Housing subsidies will be paid for graduates with a bachelor's degree or above who are newly recruited, including 20,000 yuan for undergraduates, 40,000 yuan for postgraduates and 60,000 yuan for doctoral students. Each introduced postdoctoral researcher will be given a one-time scientific research funding of 100,000 yuan, and an annual 80,000 yuan of living allowance. Those who work in Nansha and have signed a labor contract for more than three years will be provided with 200,000 yuan of housing subsidies.

V Introducing educational and health talents

The national and provincial outstanding education personnel, elite schools principals, key academic leaders, and top-level teachers will be provided with up to 5 million yuan of subsidies. The national and provincial outstanding medical personnel, traditional Chinese medical practitioners, and key academic leaders will be provided with up to 5 million yuan of subsidies and up to 60 million yuan of research funding subsidies.
