The fifth congress of the Communist Party of China (CPC) Nansha District Committee opened on Sept 28 in Guangzhou, Guangdong province. Liu Wei, a member of the Standing Committee of the CPC Guangzhou Municipal Committee and secretary of the CPC Nansha District Committee, presented a report on Nansha's development and its role as the "strategic pivot" of the Guangdong-Hong Kong-Macao Greater Bay Area.

The report reviewed Nansha's progress over the past five years. Its GDP grew 4.8 percent in 2025 and 11.5 percent in the first half of this year, the fastest growth in Guangzhou. Total investment topped 400 billion yuan ($56.34 billion), including 16 projects worth at least 10 billion yuan and 130 worth at least 1 billion yuan.

Nansha recognizes 248 professional qualifications from Hong Kong and Macao, and more than 200 Hong Kong university research projects have been commercialized locally. The Hong Kong University of Science and Technology (Guangzhou) now enrolls over 4,000 students. Nansha port operates 183 international routes, connecting more than 310 ports across over 120 countries. In 2025, container throughput exceeded 22 million TEUs, while the value of port trade topped 1 trillion yuan.

Looking ahead, Nansha aims to develop five highlands—in opening-up, scientific innovation, industry, talent and livability. By 2030, it aims to bring per capita GDP close to the level of world-class developed countries and strengthen its role as the Greater Bay Area's strategic pivot.
