The Plan for Implementing the "Opinions on Financial Support for Nansha, Guangzhou to Deepen Comprehensive Cooperation among Guangdong, Hong Kong and Macao with a Global Outlook"
We will further implement the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, the Overall Plan for Promoting Comprehensive Cooperation among Guangdong, Hong Kong and Macao by Further Deepening Opening-up in Nansha District of Guangzhou (State Council Document No.13 (2022)), and the "Opinions on Financial Support for Nansha, Guangzhou to Deepen Comprehensive Cooperation among Guangdong, Hong Kong and Macao with a global outlook" Jointly Issued by People's Bank of China, National Financial Regulatory Administration (NFRA), China Securities Regulatory Commission (CSRC), State Administration of Foreign Exchange (SAFE) and People's Government of Guangdong Province (PBC Letter NO. 72 (2025)).
In accordance with the decisions and arrangements of the CPC Central Committee and the State Council, as well as the requirements of the CPC Guangdong Provincial Committee and the People's Government of Guangdong Province, we adhere to the principle of "based in the Greater Bay Area, collaborating with Hong Kong and Macao, and embracing a global outlook". We will step up the financial support for the development of Nansha, enhancing Nansha’s role as a driving force for high-quality development in the Guangdong-Hong Kong-Macao Greater Bay Area. To develop Nansha into a pilot and demonstration window for the opening-up of China’s financial industry, a functional cluster for financial innovation, and a key node of the international financial hub in the Guangdong - Hong Kong - Macao Greater Bay Area, the following measures are formulated.
Ⅰ. Improving Financial Services for Innovation and Entrepreneurship, and Supporting the Development of Collaborative Bases for Science and Technology Innovation Industry
(Ⅰ) Support for the Development of the Science and Technology Innovation Industry
1. Steadily promoting Nansha-based financial institutions to innovate bill discounting products and increase bill financing support on the premise of law compliance and risk control. 2. Relevant authorities shall advance the upgrading of intellectual property (IP) financial services in conjunction with the comprehensive pilot project of the IP financial ecosystem, and further implement the pilot program of IP securitization. It is crucial to strengthen the diversified IP financial services to meet the diverse needs of innovation-oriented enterprises. 2. Further advancing the initiative of "Benefiting Enterprises and Achieving Win-Win Situation". Banking institutions within the jurisdiction are encouraged to deepen cooperation with external investment institutions while ensuring effective risk control. They are also encouraged to promote new business models such as "loan + external direct investment", advance the earlier integration of financial services into the life cycle of technology enterprises, and explore feasible approaches to offset credit risks with investment returns. Commercial banks shall be supported to establish specialized sci-tech financial institutions, such as sci-tech branches in Nansha, and explore the hybrid equity-debt financing models like warrant-linked loans through these sci-tech branches. It is proposed to create a "white list" within sci-tech sub-branches for enterprises that have received investment from the government-guided funds of Guangzhou Municipality and Nansha District, promoting the integrated application of loans, equity investments, guarantees and leases, so as to provide enterprises with comprehensive financial services throughout their entire life cycle. 3. Encouraging domestic insurance institutions to establish private equity investment funds in Nansha, and promoting the "venture capital entering Guangzhou" initiative. Insurance institutions are encouraged to utilize the capital of sci-tech innovation enterprises and make more effort in industry-finance match-making activities for insurance funds. Subject to laws and regulations, insurance institutions are supported to invest in sci-tech innovation enterprises through bonds, stocks, unlisted equities and other means. (Ⅱ) Support for the Development of the High-End Manufacturing Industry
4. The list of key generic technologies for Nansha's major industries shall be researched and formulated, and the government-guided funds shall be steadily expanded. We shall encourage more cooperative sub-funds to be set up in Nansha, while guiding high-quality capital to invest in major targeted industries that are aligned with Nansha's industrial orientation. 5. Efforts shall be made to promote the connection of financial institutions and core enterprises in the manufacturing supply chain to the Accounts Receivable Financing Service Platform of the Credit Reference Center of the People's Bank of China. The platform's accounts receivable verification mechanism will be fully utilized to enhance information sharing, thereby facilitating accounts receivable financing for manufacturing supply chain enterprises. 6. Qualified manufacturing enterprises, sci-tech innovation enterprises, and equity investment institutions in Nansha shall be supported in issuing sci-tech innovation bonds and notes in the inter-bank market and on the Shanghai, Shenzhen, and Beijing Stock Exchanges. Financial institutions are encouraged to develop more credit enhancement tools for sci-tech innovation bonds to accurately meet the actual financing needs of sci-tech innovation enterprises. 7. The "two markets and two types of resources" (namely, the domestic and international markets, and domestic and foreign resources) shall be fully leveraged to facilitate more high-quality strategic emerging enterprises in Nansha—engaged in areas such as sci-tech innovation, marine industries, future-oriented industries, and the digital industry—to be listed and raise funds both domestically and overseas. Securities companies are encouraged to provide proactive and comprehensive advisory services at early stage. In conjunction with Nansha's "Kunpeng Program", training sessions will be organized in cooperation with major domestic stock exchanges to provide tailored guidance to qualified enterprises—including technology firms that have achieved breakthroughs in core technologies, innovation and entrepreneurship enterprises, and "specialized, refined, distinctive, and innovative" small and medium-sized enterprises—on preparing for and applying for listing. (Ⅲ) Support for the Development of the Digital Industry
8. Efforts should be made to attract investment in key digital service institutions focusing on blockchain and artificial intelligence (AI), and high-quality local digital service institutions shall be incubated. Enterprises in the digital industry are encouraged to strengthen cooperation with financial institutions in Nansha to expand integrated applications in financial scenarios. Support will be provided for establishing institutions in Nansha, such as data computing power centers, R&D and certification centers, testing and evaluation centers, and regulatory platforms, which facilitate the integrated application of key digital technologies like blockchain and AI within financial scenarios. 9. The Data Exchange will be encouraged to enhance their comprehensive services for data circulation and trading, to collaborate with financial institutions, credit reference agencies, and other entities in innovating data-driven financial products, and to strengthen cooperation with licensed digital asset trading platforms in Hong Kong. Support will be given to initiatives studying and developing a mutually recognized cross-border digital asset regulatory framework between the two jurisdictions, along with pilot projects for its implementation, thereby fostering innovation in digital asset trading service models. (Ⅳ)Support for the Development of Marine Industries and Future-Oriented Industries
10. Financial institutions shall be guided to formulate risk assessment mechanisms based on the distinctive features of the industry, provide diversified financial products, and increase support for Nansha's marine industry, commercial aerospace, and full-domain unmanned industry, in accordance with relevant laws and under effective risk control. 11. Private equity funds shall be encouraged to invest in high-tech marine industries, and financial services shall be enhanced for major marine infrastructure projects, marine-related enterprises, and other related fields. 12. It is imperative to increase the supply of marine insurance and encourage insurance companies to innovate the services for traditional marine insurance products, develop insurance products for emerging marine industries (such as marine ranching insurance) in accordance with market-oriented principles, and increase support for the development of the marine economy. (Ⅴ) Support for Youth Innovation and Entrepreneurship
13. Efforts shall be focused on improving the policy support system for Hong Kong and Macao youth entrepreneurship. We shall improve the policy briefings and services, enhance the convenience and effectiveness of policy implementation, facilitating more Hong Kong and Macao residents as well as enterprises established in Nansha's youth entrepreneurship platforms to benefit from local support policies such as interest subsidies for start-up loans and loan risk compensation, which help enhance the sense of gain among Hong Kong and Macao residents. 14. Commercial banks in Nansha are encouraged to further enhance service facilitation, including by opening green channels for Hong Kong and Macao residents to access banking services, and opening bank settlement accounts for Hong Kong and Macao youth entrepreneurs. 15. It is essential to fully promote and implement the preferential individual income tax policies for Hong Kong and Macao residents in Nansha District. Financial institutions in Nansha are encouraged to employ financial professionals especially from Hong Kong and Macao. Furthermore, collaboration shall be enhanced with universities in the Greater Bay Area to implement the "Qing Chu Yu Nan" (Emerging Talents from Nansha) Talent Gathering Initiative, engaging more young people with financial institutions through youth internship programs and university recruitment programs. II. Strengthening Financial Services in Social and Public Welfare Sectors and Supporting the Establishment of a New Urban Benchmark for High-Quality Development
(Ⅵ) Facilitation of Cross-Border Payment Services
16. Banks participating in the agent-based witness account opening business for Hong Kong and Macao residents shall be encouraged to expand their service network to Nansha District. Continuous optimization of the agent-based witness account opening process for Hong Kong and Macao residents is required to enhance service accessibility and convenience. (Responsible Departments: PBC Guangdong Province Branch, Nansha District Government, and Financial Office of the CPC Guangzhou Municipal Committee)
17. While effectively verifying customers’ identity and ensuring effective risk control, relevant institutions shall explore the application of technologies such as online video, facial recognition, and electronic signatures. Support shall be provided for Hong Kong and Macao residents living or working in Nansha to open and activate credit cards online in an orderly manner, so as to offer convenient credit card services. (Responsible Departments: NFRA Guangdong Supervision Bureau, Financial Office of the CPC Guangzhou Municipal Committee)
18. Cooperation among banks, non-bank payment institutions, and clearing institutions, shall be supported. Payment institutions shall be assisted in expanding their business and clients' network in compliance with regulations, to offer cross-border payment services in accordance with the laws and regulations. Banks are encouraged to enhance service effectiveness and convenience by utilizing electronic transaction information. 19. The pilot program for the e-CNY shall be further advanced, with its application in Nansha to be progressively expanded. Priority shall be given to extending its use in key scenarios including consumption, tourism, medical care, education, shipping, bulk commodity trading, and cross-border trade. Enterprises are encouraged to use mBridge platform in cross-border transactions with the Guangdong-Hong Kong-Macao Greater Bay Area and countries along the "Belt and Road". Concurrently, banking institutions shall be guided to optimize projects and functions related to the application of the mBridge, aiming to gradually diversify its application in scenarios such as foreign exchange transactions and trade financing. (Ⅶ) Facilitation of Cross-Border Credit Financing
20. Banks in Nansha, Hong Kong, and Macao are encouraged to enhance cooperation with market-oriented credit reference agencies. Access to corporate credit information of mutual clients through such agencies shall be facilitated to promote the development of cross-border corporate loan business among the three regions. (Responsible Departments: PBC Guangdong Province Branch, Financial Office of the CPC Guangzhou Municipal Committee, Cyberspace Affairs Office of the CPC Guangzhou Municipal Committee, and Nansha District Government)
21. Complied with relevant laws and regulations and under secure and controllable conditions, commercial banks with branches in Nansha, Hong Kong, and Macao shall be promoted to conduct pilot programs for cross-border internal data flow. These pilots shall focus on financial business scenarios including cross-border payment, cross-border remittance, corporate credit, and individual customer relationship development. 22. Qualified Hong Kong-funded or Macao-funded commercial banks in Nansha shall be guided to establish proper system connectivity with their parent banks (head offices) in Hong Kong or Macao, improving their internal control systems, and exploring a "usable but invisible" model of cross-border data flow. Furthermore, with the consent of the relevant individuals, the lawful sharing of credit information pertaining to the same Hong Kong or Macao residents, as held by their parent banks, shall be enabled. This aims to provide better financial services including credit service to Hong Kong and Macao residents living and working in Nansha. (Ⅷ) Facilitation of Practice for International Professionals
23. Continuous efforts shall be made to optimize the mutual recognition mechanisms for professional qualifications in fields such as finance and law among Nansha, Hong Kong, and Macao. Research shall be conducted in higher-level pilot programs to facilitate the cross-border practice of securities, fund, and futures practitioners from Hong Kong and Macao in Nansha. Measures under consideration include exempting overseas financial practitioners from professional subject exams, simplifying practice registration procedures, and exploring ways to increase examination arrangements in Nansha for non-Mainland professionals. Furthermore, provided that industry regulatory requirements are met, their work experience outside Chinese Mainland may be recognized as equivalent to domestic experience. In this way, the non-Mainland professionals are supported in the practice registration process. 24. Support shall be extended to large domestic and overseas financial institutions for establishing training centers in Nansha, with efforts intensified to put the HSBC Global Training Center into operation. The establishment of postdoctoral research stations in finance shall also be promoted. By leveraging institutions of higher education and think tanks across Guangdong, Hong Kong, and Macao, and in response to the practical needs of financial institutions in Nansha District, we shall cultivate and develop a talent pool of interdisciplinary financial professionals in fields such as green finance, fintech, cross-border finance and futures. III. Developing Specialized Financial Services and Improving the Modern Financial Industry System
(Ⅸ) Innovation in Green Finance Services for Low-Carbon Development
25. The Guangzhou Futures Exchange (GFEX) shall be supported in researching electricity futures. Efforts shall be made to secure support from the National Development and Reform Commission (NDRC), China Securities Regulatory Commission (CSRC) and other authorities, for the timely launch of electricity futures. Additional new energy futures products shall be studied and introduced. (Responsible Departments: Guangzhou Futures Exchange, Guangzhou Municipal Development and Reform Commission, Guangzhou Municipal Industry and Information Technology Bureau, and Financial Office of the CPC Guangzhou Municipal Committee)
26. Building on the Sui Tan Platforms (carbon emission related platforms established by the Guangzhou government), Nansha’s strengths in carbon-related data mining, collection, and accounting shall be leveraged to accelerate the development of a carbon account system and mechanisms for carbon accounting capabilities. Support shall be provided to green enterprises in Nansha—such as the Guangzhou Nansha Guangdong-Hong Kong-Macao Greater Bay Area Climate Finance and Investment Center—for jointly establishing cooperative mechanisms on green inclusive finance with financial institutions. Mechanisms including risk compensation and credit enhancement shall be effectively utilized to guide financial institutions in providing differentiated credit support for green projects, low-carbon transition projects, and climate-friendly enterprises (projects). 27. Enterprises in Nansha District are encouraged to proactively disclose climate information and Environmental, Social, and Governance (ESG) information. Financial institutions in Nansha shall be supported in integrating sustainable evaluation factors, such as ESG assessment, into the entire process, including due diligence, investment decision-making, and post-investment management. Furthermore, financial institutions shall be guided to conduct sustainable information disclosure in alignment with the latest international and domestic standards. (Responsible Departments: Nansha District Government, Guangzhou Municipal Bureau of Ecology and Environment, Financial Office of the CPC Guangzhou Municipal Committee, and PBC Guangdong Province Branch)
28. Pre-evaluation of green buildings shall be conducted. Financial institutions are encouraged to provide more financing support for green buildings, while support shall be extended to the upstream and downstream industries related to green building materials, including R&D of relevant technologies, equipment, and processes, as well as planning and design, survey and testing, and certification services. Insurance institutions are also encouraged to develop green building quality insurance services. (Responsible Departments: Guangzhou Municipal Bureau of Housing and Urban-Rural Development, Financial Office of the CPC Guangzhou Municipal Committee, Nansha District Government, and PBC Guangdong Province Branch)
29. Cooperation with Hong Kong Exchanges and Clearing Limited (HKEX) and Macao Exchange shall be strengthened. Specialized training on green bond issuance in Hong Kong and Macao shall be organized, and collaboration shall be undertaken with Hong Kong and Macao financial institutions to provide guidance for enterprises issuing green bonds. Measures shall be taken to facilitate enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area to issue green and sustainable bonds in Hong Kong and Macao through means such as establishing a Special Purpose Vehicle (SPV) in Nansha. 30. Nansha shall be supported in positioning its role as a national climate finance and investment pilot and in establishing a Guangdong-Hong Kong-Macao Greater Bay Area climate finance and investment platform. Engagement with institutions in Hong Kong and Macao shall be enhanced to promote the in-depth integration of standards and rules for climate finance and investment in the Greater Bay Area. 31. A list of enterprises consuming green electricity shall be formulated, enabling financial institutions to provide green financing support to enterprises on the list. (Responsible Departments: Nansha District Government, Guangzhou Municipal Development and Reform Commission, Guangzhou Municipal Industry and Information Technology Bureau, Financial Office of the CPC Guangzhou Municipal Committee, and PBC Guangdong Province Branch)
32. Leveraging the national climate finance and investment pilot zones and the support policies of Nansha District, we shall cultivate and attract domestic and international green certification institutions to be set up in Nansha. The green certification institutions shall be incorporated into the Guangdong-Hong Kong-Macao Greater Bay Area climate finance and investment platform. (Ⅹ) Development of Future-Oriented Digital Finance Businesses
33. Legally compliant support shall be provided for the development of generative AI large models and its application in financial-sector. Fintech enterprises and AI enterprises are supported in settling in Nansha. Full participation of Qualified Foreign Institutional Investors (QFII) and Renminbi Qualified Foreign Institutional Investors (RQFII) in the trading GFEX-listed futures products shall be promoted. With the regulatory provisions and foreign exchange management policies, banking institutions shall be promoted to provide after-sales services of cross-border insurance, namely, providing cross-border fund remittance services—such as premium renewal, policy surrender, and claim settlement—to residents of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) who are legally insured in Hong Kong or Macao, thereby enhancing the facilitation of insurance services within the GBA. Foreign exchange balance management shall be implemented, allowing flexible and independent allocation to enhance attractiveness to overseas capital. 61. More convenient fund settlement measures for trade in goods and services shall be implemented in Nansha. Policies on facilitating RMB settlement for trade and investment shall be further implemented. The pilot program for higher-level facilitation of RMB settlement in trade and investment shall be promoted to increase participant numbers and expand scope. Based on the the "Three Principles for Due Diligence in Business Operations" ("Know Your Customer (KYC)", "Know Your Business (KYB)", and "Due Diligence (DD)"), banks may directly handle cross-border RMB settlement for trade in goods and services for high-quality enterprises upon receiving their payment/receipt instructions, while continuously optimizing the identification standards and adjustment mechanism for the high-quality enterprise list. Banks shall be encouraged to provide efficient and convenient cross-border fund settlement services to qualified enterprises in Nansha conducting authentic and legal new types of offshore international trade (including but not limited to offshore transfer trading, global procurement, entrusted overseas processing, and overseas procurement of goods for contracted projects) and cross-border e-commerce, with continuous improvement to be made in settlement efficiency. Prudent and compliant banks may, in accordance with regulations, handle foreign exchange receipt and payment procedures under current accounts for pilot enterprises solely based on client instructions. Banks shall further be supported in optimizing the settlement processes for new types of offshore international trade and cross-border e-commerce and in expanding the scope of netting settlement for trade receipts and payments. Integrated management of RMB and foreign currencies for approved types of cross-border asset transfers shall be suggested. An integrated online-offline service system for international investment and financing shall be established, with enterprise service experience to be optimized across both channels. The project connection mechanism of the above-mentioned Service Center shall be improved, providing full-chain and full-life-cycle services for enterprises’ "Going Global" initiatives. High-quality domestic enterprises shall be supported in exploring overseas markets and conducting cross-border financing. In alignment with the policy package for the Center, it shall seek the approval authority for overseas investment to be delegated to Guangzhou by the National Development and Reform Commission (NDRC), while exploring ways to achieve the "one-stop" handling of Overseas Direct Investment (ODI) business for enterprises within the district. The monitoring of abnormal cross-border capital flows in the Nansha Pilot Free Trade Zone shall be strengthened, and the mechanisms for financial risk prevention, early warning, and disposal shall be improved. Risk prevention and control in key areas shall be enhanced, risk disposal capabilities improved, the cross-border spread of risks prevented. A professional financial industry mediation organizations shall be developed, and an international, diversified cross-border financial dispute resolution mechanism shall be built, thereby providing fair and convenient mediation and arbitration services for the financial industry in the Nansha Free Trade Zone, and enhancing its internationalized, law-based business environment. Full play shall be given to the leading and guaranteeing role of Party building in the financial sector, the responsibility of financial industry authorities to integrate industry management with Party building management shall be fully performed, and leadership over Party building work in the industry needs to be strengthened. The Party's basic theories, roadmaps, and strategies shall be firmly implemented; the "Four Consciousnesses" (consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership) shall be enhanced; the "Four Confidences" (confidence in the path, theory, system, and culture of socialism with Chinese characteristics) shall be strengthened; and the "Two Upholds" should be implemented. The list-based application and authorization method shall be fully leveraged, and support shall be actively sought from relevant national authorities for deepening reform and expanding opening-up in the financial sector, with all responsible entities providing support and cooperation accordingly. Measures such as entry-exit facilitation for high-level foreign talents shall be introduced in a coordinated manner, and favorable conditions created for domestic and foreign professionals with financial sector qualifications to build up their careers in Nansha.
